No, walking the marked above-ground trails is free. You only pay to enter the main lava caves, which cost about 350 yen each.
Tours are not mandatory. However, guides keep you safe on the trails and explain the unique geology.
Most tours start near Kawaguchiko Station. You will need to take the train or bus from Tokyo first.

A great value for a day trip outside of Tokyo. We had a small party which made it a lot more personal. Our tour guide was a knowledgeable local with lots of information. We decided to do this around Halloween time and it was well worth the trip to such an eerie forest. Best for those who want to try something out of the ordinary and don’t mind getting extra steps in.
Our guide Tada was fantastic, very knowledgeable, funny and engaging. I enjoyed the walk thru the forest, it was beautiful, a bit otherworldly. For the cave part of the experience I wish I had been informed to wear a sturdy shoe. I had a trail shoe on but think a hiking boot would have been better. Otherwise great day!
The sites were great but it was the rur guide CJ who made it special. He was informed, passionate and fun r9 hang out with.
